Cliff, I don&#039;t know about a CCC, but there are a lot of lawyer out of work. I don&#039;t know if America&#039;s ready for a lawyer stimulus package, but my former classmates would thank you.

There are many lawyers whose job is to translate legislative mumbo jumbo into English. They work for the Congressional Research Service, and a significant number of their reports are available at www.opencrs.com. If only we could convince Congress to make all of the reports available ....</description>

		<description>Your thorough analysis of what needs doing illustrates what a long long way it is from some general statement that a politician makes about a law and the final, specific application of that law. How many places there are for the ball to be dropped and how few there are like you who are willing/able to do the work to see that what is supposed to happen really does.

Imagine that a diligent person was assigned to each paragraph in a law - to do as you are doing with it. Unemployment is high now, how about a new CCC (Civilian Context Corps) that would do this job - it would employ millions!</description>
